Unfortunately, the pay bill was not sent to the Governor until the week before last and was not signed into law by the Governor until last Wednesday. UCS could not move forward with any payments until the bill was signed. Once it was signed, they reached out to the Comptrollers Office to determine when the retro money could be paid. The Office of the State Comptroller is the Agency that processes these payments, and they have indicated that it cannot be completed until the October 4th paycheck.
